This appeal does not assert a free-standing legal right to a product. It concerns how a proposed administrative restriction of CBD would harm patients’ established rights — their autonomy, their dignity, and their right to transparent, evidence-based decision-making.

No covert restrictions.
No administrative measures without open public debate, a proportionality test, and a patient-impact assessment.
Respect autonomy and dignity.
